Two of the three respond to work. Distance does not respond to anything. Any proposal that promises you first place in a town you are nowhere near is either misunderstanding its own service or relying on you not checking — and Google states plainly that there is "no way to request or pay for a better local ranking". Find out what is structurally wrong first

Crawl the site properly: what is indexable, what is duplicated, what is slow, what is broken on a phone, what returns the wrong status code. Fix the technical foundations

Should we just build a page for every town in Fife?
No. That is the tactic Google names in its spam policies as doorway abuse — pages whose only real difference is the place name. It is still widely sold, often in good faith, because it produces a large visible deliverable cheaply.
